The ACC is united as one node within the network of cultural institutions concerned with Asian culture. Yet, this node has four big departments which form four towers with the same dimension in plan and different height. The institutions need to function separately, while the building needs to utilize the synergies of the close proximity. Nevertheless, all parts are independent institutions optimized for their different functions.
The building mass of each department is set up as a partly raised (public) ground level and a hovering tower above it. The sub-departments are indicated by the sub-volumes with the open public levels in between them.
